2021 Continuum of Care (CoC) Competition Info


BACKGROUND: Each year, the US Department of Housing and Urban Development (HUD) solicits applications from non-profits and local units of government for the Continuum of Care (CoC) Program Competition. HUD issued a Notice of Funding Opportunity for FY 2021-22 on August 18, 2021 noting, “The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.”

Orange County, through the Orange County Partnership to End Homelessness (OCPEH), is eligible to apply for up to $840,047 in total CoC funds.

Project Applications

Orange County is soliciting agencies to submit new, renewal, expansion, bonus, DV bonus, and consolidated project applications. All project applications and supplemental materials are due by 12PM on Friday, October 1st.

Information about the local process and deadlines can be found on this page – documents and links will be continually posted throughout the competition.

The recording of the local applicant briefing will be posted in the table below after September 7.

Project applicants will be scored solely on materials submitted by the deadline, Friday October 1 at 12PM.  Applicants and OCPEH staff will continue to work on project applications after CoC submission per HUD guidelines.  These application changes and additions will not be scored in the local competition.  HUD will evaluate all locally approved projects using quality threshold reviews.

Project Review Committee

Community members with a knowledge of homeless programs and community priorities serve on the Project Review Committee (PRC). PRC members work with funding recommendations for Emergency Solutions Grant (ESG) and Continuum of Care (CoC) competitions, and monitor program performance throughout the year. Project Review Committee members revise the project rating and ranking tool used to score CoC & ESG project applications and draft a list of recommended and prioritized projects for OCPEH Leadership Team review.

 

Project Review Committee members cannot have ties to agencies applying for CoC or ESG funding and serve July 2021 – June 2022.
